Help with creating parameters for a holes pattern

I've been racking my brain trying to figure this out. Any help would be greatly appreciated. I am trying to set up parameters so the hole pattern will be based on different panel dimensions (width and length). 

• The holes need to be 20mm in diameter
• The holes need to be spaced 96mm apart on center
• The hole distance on-center to the top and bottom edge is ≥20mm but ≤35mm
• The minimum hole distance on-center to the left and right edges is ≥20mm
• The perimeter holes need to have even spacing on the left & right edges and on the top & bottom edges

See the example below that I manually created: 

To paraphrase my goal, it would be awesome if the hole pattern updated as I changed the dimensions of the panel.

To have holes and borders of 20mm is easy enough.

How would up to 35mm live within that criteria?

Spacing holes at 96mm each way will need a known count, to make the board adjust.
