Help with arc lines and pipes

Really new to Fusion 360 so I'm still figuring out the best way to do things.

I found a picture online of what I want to turn 3D (which I attached), but I had to outline the separate prints with eclipse circles so nothing is together so, I haven't figured out how to line that outside part to make it a solid piece while filling in that space between the line and the prints. I want the prints to come out 1mm past that base I need to fill.

I was outlining the outside with arcs, then couldn't find a way to make them solid and extrude. Then I tried the arcs again, but putting pipes over them and making them the size I want. Problem with that is it made everything messy and the lines were very noticeable, even when I combined, and the corners overlapped in a really weird way. When I placed a pipe slightly over an existing pipe, it erased the new pipe and also the arc underneath, I had to redo it all.

I've tried looking online and watching videos and nothing that I found seems to answer what I'm looking for. Thanks

You definitely don't want to use pipes for this.  Use splines, arcs, and lines to outline each area.  The endpoints must be coincident in order to extrude or to put it another way the geometry must be closed.  The area will turn a darker yellow when it's closed.

Is it touchy? I've redone the lines a few times and the inside doesn't turn
yellow. I figured out how to extrude the arcs so I did that for the
outline. I'm going to redo the outside and make sure I'm more careful so I
know it's closed, otherwise it should turn yellow automatically?

Yes, the closed geometry will change shades automatically.  Attach your file here if you're still having problems (Export it as an archive file .f3d and attach the exported file).
