Help needed in designing a simple object in Fusion 360

Good evening everyone, hope all is OK,

I need help in designing a simple part in Fusion 360. Can anyone tell me how to design in Fusion 360 a model of a flat empty cylinder without top or bottom (like a slice of a pipe with thick wall), bottom surface of this pipe has to be flat, but the top surface has to rise by 2mm in two points 180 degrees apart. There also have to be ridges on the outside surface every few degrees.

I managed to made an empty cylinder, but I got stuck with those rised halves. If enyone could babysit me with step-by-step instruction, or direct me to a place where I can receive such learning advices it will be much appreciated. I watched dozens of Fusion 360 youtube videos, but I couldn't find anything like I need. 

I apologize if I confused forums.

Sheet metal can create the pawl quite easily.

Thank you guys for those projects, I'm very glad you nailed it, however I had some family problems recently and couldn't sit and analyse this. I get back to it, when I sort my problems out, thank you much again.
