Fusion360 Offset Plane Locates at a location other that the selected location

When attempting to add an Offset Plane at an Object Location instead of a distance, the resulting Offset Plane locates far away from the chosen Object (in this case a point).  See Screencast.  This looks like a bug, but if I'm just doing something wrong, I'm all ears!

I can confirm that if you are creating an offset plane, using the "To Object" option, between two different components, it does not work as @ecnels states.  The function will work correctly if you are creating an offset plane within the same component. Please see screencast.

Thanks for your refinement on this Issue, i.e. it doesn't work between two different components, but does work in the same component!

thanks, @ecnels for reporting this and @jhackney1972 for clarifying it.  I can replicate this problem and will submit a bug on it.
