Fillet is working on one edge but not another.

I am trying to create a similar fillet as the one shown below but for some reason I cannot get the part to create a fillet but it worked on the other side perfectly. This is my first post so I apologize if I posted this incorrectly.

 

Working fillet for reference:

This is the prefillet edge just so you can see its the same as the problem edge:

Any help would be appreciated.

 

Potential solutions I have tried: squaring off the rounded corners of the square body connected to the cylinder, all different fillet types.

You cannot place a fillet between two separate bodies.  Also, to combine these two bodies, you have to eliminate the clearance between them first.  Screencast will explain.  Model is attached.

I had a issue with the bodies not being connected therefore not able to create a fillet. It was just so small I couldn't see it till I did a section analysis and zoomed in. I would delete this whole post but I'm not sure how.
