DXF files are different from sketch files? .tool and .tools

The main problem I'm facing is .tools files.
Fusion 360 likes .tools files (not .tool) which most bit makers don't provide as they have .tool files instead. And there's no easy way to convert the files back and forth so I had to find a new way to create the .tools file for my bits in fusion 360.
Fortunately Amana has a downloadable DXF file of their bits, that is essentially a sketch file that can be used to form the tool profile.
Insert it in fusion, scale it to the right size, and form tool right? well not exactly. Form tool wants a half of the tools profile. So just cut the DXF file in half vertically right? But when I edit the DXF with "edit Sketch" I cannot use any of the constraints or split facing commands.
Does anyone have a better way of creating these tool profiles? OR know why I cannot use constraints to my DXF file?
EDIT: I know I can just create a new tool and right in the values from the specs sheet but when it comes to roundover bits, I cannot enter the radius or curve of the bit which is why the form tool seems the best option.
