So let me see if I have this right: I legitimately cannot edit the Parts List or the Title Block? I truly cannot edit what's in the parts list, what columns I want to see, which balloon I want it to go to, or even the size of the list? I can't even edit the size of the title block to fit into my page how I want. I can't believe this. I'm begging somebody to prove me wrong. They keep saying this is in "their roadmap" but I'm just blown away by how we're living in 2020 and yet their entire drawing workspace is absolutely abysmal when it comes to any sort of user editing. And if we want to do any sort of editing, we have to open up a whole other program (AutoCAD) and then import it in? Please tell me this is a joke.

Some of the items you mention are available but not to Fusion 360 Personal Licenses.  The Titleblock can be edited with easy if you have the appropriate license.  You can decide what columns you see in the Parts List also.  So as you can see, if your license allows, you have a learning curve you need to follow.

Just to answer your questions -- 

1. The contents of the parts list is defined by the properties of the components in your design. Its currently a one way street in terms of how we read in and populate parts lists (and bend tables). So to change a component's description for example, open the design, right click on the component within the browser and select Properties. Modify the Description, save the design and update the drawing. Help link: Parts lists, balloons, and bend identifiers 

2. The columns displayed by the parts list include the basic properties. To change the columns and or re-order them, create a parts list and then double click on the parts list. In the dialog that appears you can add / remove / re-order columns. One thing to note here, the columns are limited to what's included in the component's properties dialog. Help link: Work with the parts list, balloons, and bend identifiers

3. Balloons can be renumbered using the Renumber command which automatically updates the order of the parts list. You can also change the component a balloon points to in the canvas by using the manipulator that appears at the balloon's arrow when you single click a balloon. Help link: Work with the parts list, balloons, and bend identifiers 

4. The columns widths in any table including a parts list can be modified. Single click the parts list and you see manipulators along the header row. You'll also see a manipulator at the end of the parts list which allows wrapping of long tables.

5. Regarding your title block issue, its hard to say what's happening here without seeing it. The default ASME and ISO title block is standard compliant and fits in all sheets include the portrait A and A4 sheet sizes. If you're using a custom title block, it's all on you to get its sizing right. One thing to remember here is, the title block and sheet sizes are 1:1 and there's no option to scale the title block up/down as in other products. Best option is to create the title block at the size you want to see. If you need multiple sizes, you can create multiple title blocks and switch between them as needed.
