I am sorry to hear that you are facing this issue.
There is a known issue while opening drawing if LOCALAPPDATA setting is not standard, which is being worked on (FDWG-7806).
Until the fix is released, can you please try this workaround and let us know if it helps -
- Close Fusion 360
- Right-click the Fusion 360 Desktop Icon
- Select, Run as Administrator
