I am entering dimensions with math operations with division like this:
When I finalize the dimension, it displays as a whole number. Can I instead have it be displayed as .616/2?

No, it will display in the sketch as a number but if you click on the dimension, as you would do to edit it, it will show what formula you entered.

No, I do not think so. Even if you enter it as a Parameter, it only will show the following.
