Connecting two arcs of different sizes

I am creating an arched roof with roof panels connecting each arc, this works fine when the arcs are the same diameter, however I now want to create a panel that connects two arcs of different diameter. So effectively twisting the panel and altering the arc at each end of the panel.

The objective is to re-create the entrance roof to Paddington Station in London. This has a small arch entrance which is offset to the left and tapers to a lager arch within the Station roof. I have attached a photograph of the entrance so you can see the issue

This should be a relatively simple problem - but I notice quite a few issues in your timeline.

Before taking on a project like this:

I think I would post a question at first occurrence of any issue (and include file attachment) rather than continue on creating additional issues.
