Circular Dependency Found - Only occurring on a new design

The video below should do a decent job explaining, but the issue I'm encountering is when I attempt to use an imported (inserted via derive) object to cut a hole in another object -- it works on the original design but not on the design where it was imported.

Since you did not supply your models, I will take a guess.  In the model you derived into, the browser shows a "body".  If you want to cut, you need to derive the sketch or you can create a new sketch and project into it.  Go back to your derive process and make sure you are selecting the sketch from the browser and check your derive list during the command.  If it is a body, and it is a body you are placing it on, you can use the combine command to cut it.

Supplying model in this reply -- When I use the combine command and select cut it just makes the "hole" body disappear.

To add to this-- upon further research I discovered that the object is a 'linked' object, and that breaking the link is the only way to be able to do what I'm looking for, however I can't break the link as no option shows up. I sidestepped this issue by copying and pasting the object and then doing the same extrusion process to cut a hole. If there's a better way to do this please let me know!
