I believe the issue of not begin able to drag both revolve joints at the same time is the fact the upper revolve joint axis is ever changing due to the bottom revolve joint. This fact impedes you dragging it at the same time. You can add a motion link between them and get any ratio you desire.
I am returning your model modified with a motion link and with all component links broken to consolidate it into one file. This is the best method to add assemblies to your forum question. Break all the links, you only have a couple, and save as to a new assembly name and post it. Forum users are more likely to open it and try to solve your problem if they do not have to expand it to their cloud space and then later on have to remove it.

Thanks for the answer, but the thing is that it worked before, and in this tutorial it works as well.https://www.coursera.org/lecture/engineering-design-process-fusion-360/creating-assembly-motion-YaEr...
Was there an update that broke it?
Greetings,
Fischchen
I built a similar assembly to the one in the Coursera video and both joints will move together even if it not controllable. Going back to your model, I found some alignment problems in your assembly that I think now are contributing to your issue. You have a lot of errors in your model, which I did not repair, that probably are contributing to the issue. If you rebuild it, you may have more control but not much for sure. I have attached my test assembly if you are interested.
