I have been trying to get the rib tool to work but cant. I starts to work when I create the sketch but when I move it to where I need it does work.

Take a look at the Screencast. I have also included a link to a blog article and video showing you how to use the Rib tool in this and a few other situations.
Next time you post a forum question which involves a model, please attach your model for two reasons. The person answering can give you an exact answer using your model and two, they do not have to take the time to create a model to provide the process. You will get a lot quicker answer also.
