Can PressPull be done in any direction other than normal to a surface?
Blender allows extrusions in arbitrary directions and, I've sometimes found that to be very useful.

Today, no, unfortunately. Press/Pull is only along the surface normal, and Extrude is only along the sketch normal.
You can, however, use a Sweep to do a non-normal operation (by creating a second sketch that contains a line with the direction you want). That can be useful in some situations.
If your reference is Blender, though, you should look at the Sculpt workspace (TSplines). It allows creation and manipulation of "organic" shapes much like you would do in Blender. In the Sculpt workspace, you can use Edit Form to manipulate the surface in any direction.
Hope one of these will work for you.
