Bug? - filleting a circle to a line in sketch mode

Ok so I think this is a bug because I have earlier design files where I was able to do this quite easily.

I just want to be able to create a fillet in sketch mode by connecting a perpendicular line to a circle. Like I said this has worked for me in the past. It can be seen in the attached pictures.

Above is the new file I am trying to add the filleted edge to.

Above is an image of an earlier design file where it is actually allowing me to create the fillet as can be seen by the red line above.

Anyone know why I am unable to do this simple action in my new design file?

You can't fillet to a full circle, in your example where it's working it looks like you are selecting an arc as it's only highlighted on one side. If you trim the bit of the circle between the lines it will fillet.

Here's my thoughts on why it's not going to work on a full circle. Fillet trims both curves to the start of the fillet, if you have a full circle like the one below, one end needs trimming to the fillet arc but where do you trim the other end of the circle to.

It didn't always work perfectly when I did it in the past, but it did work.  I tried the suggestion of removing the portion of the circle between the lines and that allowed the fillet command to work as hoped for. Thanks.

Maybe line and circle fixed(constraint) and then draw a new circle. tangent(constraint) line and circle. There is this feature in autocad  but fusion not.fillet.png
