the OP is not talking about rearranging the UI he wants to have the components and maybe other items in the browser reorganized.

That can be don only in a limited fashion as items in the browser appear in the order they are created in the timeline. You can drag one component into another to create an assembly, but that is only possible with the timeline marker at the very end.
