While @chrisplyler's answer is mostly correct (a dull cutter will also cut the teeth), you may want some additional information.

 

Use the spur gear script on the Add-Ins menu.  Make the gear 360 degrees, then cut the unneeded area.

In sketch create circle and pattern the teeth in circular pattern and after cut of extra . If you already have that shape but no teeth then create sketch of teeth and pattern the feature along the path .

How would I cut of the access? And how do I match the gear size of the smaller gear?

You'll need to know the module number if metric or the diametrical pitch if imperial of the gears. You'll also need to know the center to center distance between the gears.  The number of teeth (plus the module/diametrical pitch) of each gear will give you the pitch diameter of the gear.  The pitch diameters of the gears must be tangent, so this determines the center to center distance.

 

Once you know that, you can create the gears.

 

Extrude|Cut is one of the basic operations in Fusion 360.  You should go through the Learning topics located at the top of the forum.

Wait... is this a "How do I model it in Fusion 360 question?" Or is this a , "How do I go to Mechanical Engineering school and learn how to design gear teeth" question?
