Could fusion deal with nurbs
I mean could be created a complex surface from different spline like rhino dose?

Do you have any reference I could see? Hard to say what tools to use without see at least some concept drawings.

I'm not really sure what that video has to do with Architecture but MOST of those tools exist in Fusion and there are work arounds for the other ones.

My suggestion for you is to download Fusion and go through the tutorials for the patch environment and T-Splines and see if if fits your needs.

There is no proper G2 or G3 curvature in the surfacing tools so that may be a factor to help you decide.
