Add 3D Curve features like fillet, extract, project, and extrapolate

I am trying to perform a sweep of a circle along the edge of this surface but I want the sweep profile to be smooth and the surfacing tools don't let me fillet the edges of the surface as drawn below. Firstly I want to know how to get the curve described below for the sweep. 

 

Secondly, I think the workflow is unnecessarily awkward since all I need is a curve but I need to make a dummy surface to create 3D curves. Could we get the ability to create and modify 3D curves without the use of surfaces?

 

It would be nice to be able to:

  • extract 3D curves from 3D shapes
  • fillet 3D curves
  • extend/extrapolate 3D curves
  • project 3D curves onto surfaces
  • join 3D curves
  • split 3D curves with surfaces or other curves
  • offset 3D curves along a surface that they lie on

I haven't tried it, thanks for the tip. That is an easier way to make the sweep but it still doesn't solve the problem of adding fillets to the path that the sweep will take.

Add the fillet to the sketch line used to create the surface.  If no sketch, then project the current surface to a sketch,  add the fillet, extrude, trim to match the height of the current surface, and finally, add the pipe.

that only works if the fillet is in the extrude/project direction. It doesn't work in other directions. For example, this is an extruded surface with an extend operation and fillet only works in one of the three fillet planes.

What if they aren't planar? This example is generated by extruding two splines.

I guess that will get me by, I guess I'm just spoiled by catia where I can simply work with wireframe directly when needed
