3 point tangent circle creates a circle not where it was intended

When I attempt to create a circle using 3 tangents I get a circle on the wrong side of my lines.  The circle is tangent to my lines if they were extended. How do I instruct the drawing to place the circle where I want it?

I'd have to see a screenshot to be sure, but yes, your statement is correct:  All constraints such as tangent, point coincident to line, etc are always to the infinite line.  It's possible that there are multiple valid solutions in your case, and the one Fusion creates is one of those.  You can force Fusion into different solve states with additional constraints.  If you post your design, or an image of it, we can take a look.
