Tracking changes to a design in real time

I'm working on a plugin that allows modelers to apply soft constraints to their models (more than just numerical constraints on parameters) and I want to alert the user when one of their constraints may be validated after an action.

Is there a way to continuously track the user's actions from the plugin API. I see there are mouse events but they are specific to one command and I don't think are tracked while the user uses a different command. I want to be able to check the constraints when the user adds or modifies bodies in the design. Is this possible?
