Is there a way to augment the measurement text in the bottom right corner?

I think it may be called the "default measure", but am not sure. I'm referring to this thing that appears in the bottom right of the view. The text displayed varies depending on what is selected, I'm curious if there's a way to add more information to it. Any guidance (or terminology clarification!) would be much appreciated.

There isn't any support to modify that message. However, using custom graphics, you could display your own message. The User Manual topic about custom graphics discusses how to write text and at the bottom of the topic about additional behaviors, it talks about displaying graphics in the four corners of the graphics display.

I looked into that, but I'm concerned about overlapping with the existing message when it's present. Is there any way to automatically have some text appear above other text?

There's nothing to do that. You'll have to do some trial and error testing and see how high you will need to draw your text so it doesn't overlap the measurement text.

I'd be happy if it would just change it's color to contrast the color that's behind it.  Most of the time it is the same color as the solid model behind it and I have to zoom all the way out to a the viewport background in order to see the numbers.
