It is not possible to scale the hdri environment image!
I am trying to change the Plaza image to fit my design, but it is way to big.
It seems that there is no other way than a workaround. See this post:

I think that it is very strange that Fusion don't have the option to scale the image, when you can have a nice shadow on the ground and even the option to offset and rotate the image. Without this feature, I think a hdri environment image is useless, except from the light.
