Multiple finishing passes at final depth with single pass at other depths

I can't seem to get more than 2 finishing passes when cutting at multiple depths. 

If I ask for more than 2 finishing passes then it does this but it also adds more finishing passes to my other depths.

This is a bug.

When I select "finish only at final depth" that means I only want a single pass at other depths, but yet number of finishing passes being greater than 2 seems to take priority over this final depth checkbox.

Isn't it possible that it only leaves away the last pass for the steps and does the final pass only on the bottom.

So you get multiple finishing passes but always one more at the final depth?
