Similar to how there is an option for "Simplified Owner Change Order Process (when enabled, Owner Change Orders will be created in the Approved status, bypassing approval workflows." We need an option for an overall simplified change order process, where all PCOs, CORs, OCOs, and SCOs all created in the "Open" status, bypassing the "Draft" status.
