Reporting must always be file-level, as CDE Admins and other relevant parties need to know which files were reviewed, which remain in review, whether they are overdue, and their associated metadata.
Insight cards should therefore focus on files, not on reviews. Review numbers have no contractual value; what matters is which files where reviewed, which ones are still under review and whether they are overdue.
