Print photos on PDF issue reports regardless of whether they were added as an "attachment" or a "photo"

Attaching photos in an issue as an “attachment” does not print the image when exporting a PDF report. Adding as a “photo” shows the image as expected. It is expected this distinction is intended to make coding easier on the backend when generating the PDFs but mentioning it as a potential improvement anyway since project teams may not be aware of the difference.

This behaviour creates a lot of confusion for users, and results in lots of frustations at the end of the project when they are printing reports and discover that the method of attachment is not delivering an expected result.
