The current mobile experience appears to allow attachment selection from project-managed files only, while the desktop experience supports uploading directly from local storage and from project-managed files. From the mobile, this feature is available when you are creating an Issue. This needs to be fixed soon. We are using RFIs for official response to questions and currently the only way we can attach a file is from the project-managed files. We need to be able to add files even from the local storage on the mobile device just like issues on the mobile and just like the desktop experience.
