Completely agree with this idea. The way the system currently works is very ambiguous and seems like bad design. The workflow allows you to add a Key Reviewer, but doesn't mandate that they complete the review, even when the workflow config insists that all key reviewers complete the review. This introduces a risk as people will not expect the workflow to process without the reviewers submitting their review. This needs to be resolved.
