Delegate in a review does not delegate key reviewer obligation

All of our users are misunderstanding what Delegate within the review means, as it does not absolve the key reviewer's obligation to complete the review. We need a managed way to properly delegate, as per the word's original meaning. We need a way to allow Key reviewers to delegate their role as key reviewer to named users (for example, only users within their organisation, not anyone).  And we want this to be logged in the review history for the record. 

Autodesk explains it like this:

  • When the Main Reviewer delegates to an Optional Reviewer, they are essentially saying: "I want your opinion, but I am still the one officially responsible for this step."

  • Even if the Optional Reviewer completes their review and adds comments, the Main Reviewer must still log in and click "Submit Review" to push it to the final step.

  • The system treats the Optional Reviewer’s input as "feedback" for the Main Reviewer, not as a replacement for the Main Reviewer’s action.

Based on their explanation, that is not the definition of the word Delegate.

Can the word Delegate be rephrased to avoid confusion and can Autodesk improve on how the actual delegation works, giving managers insight and control?
