Auto-Populate Specification Sections in Submittals Module

The submittals module should auto-populate with the Specification Sections that are uploaded to the Specifications module. Currently, when creating a submittal, the specification sections have to be entered manually, which is time consuming and leaves room for error. Since the Specifications are already posted to the Specifications module, the sections already be included in the dropdown menu when you are creating a submittal.

If spec sections could be included included at the template level, we could create a master list of spec sections. Right now we are importing 400+ fake submittals to prepopulate the list and then deleting the draft submittals. This number is rising over time, and a cleaner way to manage this at a company level would be appreciated
