How do you load the 2019 Fabrication CADmep tools?

How do you load the 2019 Fabrication CADmep tools? When I type in “TBAR” nothing happens. I have uninstalled and reinstalled 2019 Fabrication CADmep and still I don’t have the tool bar visible / accessible.

Run the TAKEOFF command to load CADMEP.  If that doesn't work then you have to appload the arx file once.

Arx is located here:

C:\Program Files\Autodesk\Fabrication 20xx\CADmep

TAKEOFF command does nothing. I have loaded the .arx file, also with no change.
