Feature Request - Cutout of non-Signal Layers

I am creating a board that requires an adhesive layer put onto it. I need to be able to have keep-out zones where only the adhesive cannot go. Currently there is no intelligent way to do that. Drawing this particular Gerber in Negative is the only way that this can work and is not a great way to do this. 

The Cutout Polygon only supports signal layers but should work for any layer. 

Any other workarounds or ideas would be a great help.
