Hi,
I am currently running Windows 11 with EAGLE and experiencing issues.
After a clean install of EAGLE(9.6.2) (and Windows11), it will not start up/get past the splash screen.
i've tried a workaround, which seemed to have a similar problem, linked in another forum post:
Renaming the LIBEAY32.DLL to LIBEAY32.DLL.BAK (essentially turning the file off) causes EAGLE to start up properly but brings forward a different issue of not being able to login to the EAGLE Servers and not being able to use shared libraries from my work environment.
After this I tried the next step listed, "replacing" the LIBEAY32.DLL and SSLEAY32.DLL with the ones downloaded from the Total Commander Win Tools this made it able for me to go online again, but I am still unable to use the shared libraries.
I'd like to hear how to fix this.
Best regards,
Arjen Lammerts

Just an update. I had a support call and they still have to fix it. However I discovered that when I open a design that already had the libraries added in Windows 10 I can open library manager and was able to select the missing library and click use. Then it became available. Just can't see the list of libraries in control panel. Looks like I can see them all now in library manager. So you could add them all there then they should become available to add parts.
Hi @warren_hawkins57R37 and @arjen.lammerts,
With the recent announcement of EAGLE's End of Life this will not be fixed. The best solution at this point is to transition of Fusion 360 if your circumstances allow.
Best Regards,
Thank you so much for documenting the fix in a concise easy to follow format.
This worked perfectly.
I'm surprised Autodesk hasn't fixed this issue yet.
Im having the same problem. Implementing the first change fixed the issue of flash screen.
Im not able to do the second change due to the link does not have those files listed. The only thing there is all .ZIP files.
Has the LINK been changed or what???
