I apologize for bothering you (again).
As per request to make threads short:
Can you have someone check your SW distributors? Start with Farnell,
check all of their localized websites (use their search for, say, "Eagle Standard" or "Eagle Premium", and see what it comes up with.)
Half of their websites will be selling "UK users only" version in half of the EU, which Autodesk will politely recline to sell.
Then the customer will be offered Altium Circuitstudio as an alternative.

The price for a 1-year Eagle Premium subscription in the EU, without VAT varies anywhere between 390 at Farnell to 550 euros, that is OK, but not that in 1/2 countries people are offered only versions forbidden to sell them with no valid version.
And yes, the cheaper the better.
