Hello,
You specify the pad numbers in single quotes separated by spaces. Here is an example:
CONNECT G$1.DVCC 'C1 C3 D4 E4 E5';
The above connects the DVCC pin of the symbol named G$1 to pins C1, C3, D4, E4, and E5 of a BGA package.

i followed these instruction in Fusion Electronics so i was expecting to be able to connect any of the pads I wanted but they are behaving as 4 separate pads in layout. Shouldn't I be able to pass a wire from pad B "through" any of the other B1, B2, or B3 if I appended them all to the GND pin using that "connect" command?

I hope this message finds you well. This thread is pretty old so things have improved since then. Just from the picture it looks like the component is not correctly defined. In the library editor you have to tie those 4 pads to a single pin in the schematic. See this video for more info
