I don't have full AutoCAD so cannot fully help you.

HOWEVER, is your version of AutoCAD up to date with the latest patches?

Also try exploding those two blocks and then adding your constraint. It might be a case of AutoCAD not being able to add constraints to blocks.

Thanks sir for interest
I made them as blocks to avoid using more and more constrains
i tried to make blocks and try constrains to them and i found that AutoCAD can make constrains correctly with blocks , but that specific block gave me error

i use AutoCAD 2021

The elements of your block definition reside at different Z-levels.

Parametric works only with 2D geometric objects and all in the same plane.

That means they will only work if the Z is the same level for the geometry. So if one Z=0 and one Z=45 it won't work

In >>this video<< I demonstrate with a simple example, that parametric constraints/dimensions will fail if any 3D geometry is involved. (And of course also not in a block definition).

This is one of the regrettable limitations of AutoCAD's parametric tool.

One possibility:

Open (Go into) the block definitions (bedit or refedit command)  and move the "wrong" placed geometry to Z=0 as shown in >>this example<<

thanks sir ..
now I work on a 3d dynamic block
it must be in the same plane only ? or it must be in (xy) plan ?
or it mean that can i work on (xz) or (yz) plane ??

Some simple tests as >>this<< should answer your question: Parametric dimensions and constrains work (with very few exceptions) only in the XY-Plane.
