Title Block parameters not working

I have created a dynamic title block which has different sheet sizes and the block is supposed to scale and move to suit each different size....it doesn't!! I have done this in the past and it worked fine. This time something just isn't right and i'm not sure what. I feel like i have followed the same procedures and I can't see what i have missed.

Can anyone help? I have attached the block in question.

I think I would rather do this by stretch operation not visibility but... Distance parameter would have values of your sheet sizes and it will work just fine.

Once the stretch and move parameters are in place and operation as expected you can then add a Lookup so you can supply a selection of values to multiple parameters with just one choice from a menu.
