Stretching a leader during rotation

Sorry in advance I'll have to rely heavily on images to illustrate what I'm after. 

Currently my block rotates around the point where the leader touches the rectangles

I would like to rotate around the base point that is on the "south" side of the rectangle in the second image.

I would like to do this while allowing the leader to stay connected to the rectangle. 

If I add the leader to the rotation selection set, what you would expect happens

I dont want to add the "stop sign" and the attributes to the rotation set as I'd like them to remain in their current orientation. 

To sum what I'm after:
I'd like to rotate the rectangles about the base point on one of their "short ends"
I'd like the leader to connect the rectangle and the "stop sign"
I'd like the attributes to remain horizontal and in their relative positions inside the "stop sign"

Any help with this would be greatly appreciated.

Add a point parameter where the leader touches the rectangle.  Select that point parameter, go to properties and set chained to yes.  Add a stretch action and associate it with the new point parameter.  Add the leader to the selection set of the new stretch action.  Add the point parameter to the selection set of the rotate action.

Thank you for the help. I think that has almost worked. But I'm getting this odd behavior when using rotate
