I have a rectangle with stretch applied to two opposite sides.
I am using this as a template for footprint nametags.
After inserting the footprint, I want to move the tag to be above the footprint. I grab everything around the rectangle, and everything moves except for the selection sets.
What am I missing?

Yea, they don't move with the everything else, they have to be moved on their own. (as far as I know)
After you do the initial move of everything selected, reselect everything and you should see the blue grips show up for those selection areas. Hold down the Shift key and pick them one by one. Then select one of them and you can at least drag them all together to a new location. (blindly though, they don't drag and show their current location as you drag)
Before moving the tag, set BACTIONBARMODE to 0. Then select all tag geometry AND the associated actions to move.

With BACTIONBARMODE=0 you may put dynamic actions to the selection set of other dynamic actions. In some situations this can be very helpful. But if you don't know what you are doing that can produce unexpected results. Therefore, if you have BATIONBARMODE off be careful while selecting the objects for dynamix action, so you don't accidentally grab actions while selecting the objects for an other action. If you are not sure, I'd suggest to let (or set) BACTIONBARMODE on if you don't explicitely want it off for any reason.
(SPOILER: I myself usually have BACTIONBARMODE turned off, but I am always aware of the risks involved. 😉 )

I thought I was so close.
While the action symbols do move, for stretch actions the stretch boundaries do not. Am I missing something?
Sorry, my failure.
Above I forgot o say, to move the tag do not use the MOVE command, but the STRETCH command. (And of course grab all objects which you want to move).
If that doesn't help post your (or an example) file please.

I know and I agree. Some elements must be moved, other must be stretched ... If you play a little with that you will soon find a workable way to solve such situations. I hope Autodesk will improve this in the next future.
