Stretch Arc and Attribute

I'm working on a job with a circular / radial grid and I'd like to create blocks to make it easy to adjust the grid for different locations. 

The attached drawing is a basic idea of what i'm trying to do.

Radial grids are easy enough but I'm not sure how to do one for the circular ones. Is this even possible?

Possibly with constraints, but not standard parameters

Thanks. I was thinking that.

I have it working with two rotation parameters which is perfectly fine.

One using constraints parameters for the arc gridlines and another using standard ones for the tags
