Stretch Action in Dynamic Blocks

To begin the block, I had to copy and paste a drawing from one of my suppliers in order to modify it to work for myself.  I took the drawing and made it into a block.  I set up my Linear Parameter and selected the objects I want to move with the Stretch Action.  Once I saved the block and entered the Model space, I tested it out.  My problem is that when I click on the Stretch grip and move the grip, only parts of the items I selected move with the grip.  It is very random on which parts actually move.  I tried to delete the parameter and action and start over, deleting the block and re-inserting it, and even starting an entirely new file.  Is there something I'm missing?  Do I have a property turned on/off that I shouldn't?  Is it a problem with the file or AutoCAD itself?

The attachment is an example of what I am trying to accomplish.  There is only one Stretch Action defined on the block and it is not working properly.

Thanks for ANY advice in advance.

The file you posted has block authoring components in model space.  Should it be opened in block editor or are you wanting to work with the block that is in model space?  The block in model space has one stretch action and functions exactly as the stretch action would given the selection set and stretch window.  What's the issue?

Thanks for the response,

I'm not sure if there's something wrong with my file, if my AutoCAD 2013 is somehow corrupted, or if I'm using the same version as the version I copy and pasted the drawing from originally.  My problem is that (from what's happening in my file) when I move the stretch action, only a few of the items associated with that action are actually moved.  I've attached a screenshot of what I'm seeing.  The green arrow represents where I've clicked and dragged my move action to.  You can see that it only moved a couple of items and the move point never moved with it.  It's not moving what I selected to move with the action.

It looks like the screen capture is taken duren the process of moving the grip.  What happens when you are done stretching and select the new point?  Does the other linework 'cath up'?  There are a lot of lines in that block (looks almost like an image to raster) and so the graphics do not necessarily display perfectly during stretching, but once I select the new stretch point it all works fine.  Attached is a screen capture of the block stretched to 4'9.
