Add Visibility states to existing block

I have an existing block that I would like to add visibility states to.  This block isn't originally a dynamic block.  While in the block editor, the Visibility State panel is greyed out, and I cannot add any visibility states.  Is there any way to turn this into a dynamic block?  I really don't want to create it from scratch, since the attributes are already in place, and working fine.

Add the visibility state Action Parameter to the graphics area, this enables the visibility state panel.
