In the Dynamic Block Editor, is there a setting so that you can turn on/off or the Parameters and Actions.

They would still be there but just not visible.

My first thought (turn off or freeze the layer) doesn't work as I hoped. This way you can only hide Parameters and action symbols temporarily, but if you close the block editor and reopen these objects are visible again.

That's OK, if there's no other way I'll have to work around it.

You could certainly add a visibility state that had all the parameters/actions turned off.

Is this in the Block Editor though?

This was actually for work-in-progress rather than the finished product.

Yes, it will show/hide them both within block editor and outside block editor.   I've done some incredibly complex dynamic blocks and have never felt the need, but it is a solution to what you are asking.
