how to scale ring with constant thickness but different diameter?

I want to make a dynamic hole in this ring...

I could do it with a couple wipeouts.  Is that acceptable?  Is the block going to placed where wipeouts would create an issue from blocking the display of linework/text behind the block?

wipeout is acceptable but how to adjust its shape?

I tried getting it to work with wipeouts and the hatch kept losing associativity.  I then switched to constraints and seem to have gotten it working.  Here's the file.

I noticed that the center mark disappeared in the process.  I'm not sure why, but I've found center marks to be a bit glitchy when combined with dynamic blocks.  Here's how I'd deal with it - this picks up where the last screencast ended.

excellently but I have to associate ring diameter and hole diameter with other variables.
Before, I did it from Chain Actions but now?
