Scale arc (partial circle) to match block scale

I am making some piping dynamic blocks and am having trouble having the circles scale correctly.
I basically need the socket dimension of the fitting match the half circles.  
Below is a picture of the correct way I want it to show.

Here is how the rest of the fitting sizes look, the circle diameters doesn't change, just the fitting size.

Any advise for this would be much appreciated!

The TEE TOP Visibility is where this piece of the block is being utilized

"M" and "Circle DIA" are supposed to be the same, but if I can use just "M" for both, that would be nice.

Any help I can get on this is greatly appreciated!

Using simple linework, it would be helpful if you would draw what the block should look like in various states and repost the file with those included.
