Rotating a group of elements with a constrained angular parameter

I am looking to rotate a group of elements (lines, shapes, etc) with one constrained angular dimension.

 

Ultimately, I want to rotate them based off a stretched line distance (linked parameters); which I have seen examples of on here. But they all rotate a line/shape with constraints (which often mean rectangles/circles only). Essentially, I am looking for the functionality of the rotate parameter (where you can include a bunch of objects and rotate them around a fixed point) But I want the rotation controlled by something else, not the rotate grip

 

Can this be done?

Can you turn the items you want rotated into a nested block?

Ideally no, but if that is the only option then yes. I am upgrading existing blocks, and don't want to add more to the library.
