pline in dynamic block

I have a dynamic block that I want to be able to scale and have the pline width remain the same for all scales, can I do this?

Maybe.  Post the block if you would like a clearer answer.

If you want the polyline width to remain constant regardless of it being scaled, then place a chained point/stretch at each vertex (the stretch actions should act on the pline).  Then scale the point parameters (and not the pline).  If you want any further assistance, then post the block.  If I misunderstood your request, then post clearer details of what you want to accomplish.

Cool idea - as long as the pline doesn't include arc segments.

(Perhaps therefore you said "maybe" and asked for the block ?)

the plines are arcs, so this probably won't work right?

I just read this, I agree sounds like won't work if it's an arc.  posting block isn't really necessary, either you can have a thickness or you can't.
