Need Help With Creating a Dynamic Block From an Example

Hello guys, I have this dynamic block that I need to recreate on my own, but since I am new to dynamic blocks (I only ever worked with regular ones) I have a hard time figuring it out. Is anyone free and willing to help me better understand this one or explain how they made it in the first place?

Your block has multiple visibility parameters within it.  That is not possible using stock AutoCAD.  The only way I know to do that is with using Visibility-add-eng LISP routine that hasn't worked for the last 10+ releases of AutoCAD.
