Modifying the popular pp4 power pole block.

I need some help trying to modify the pp4 power pole block to include arms for the utility lines.  I am trying to make the arms scale and rotate from center.  Is it possible to combine these commands on a single grip?  I have zero experience with creating dynamic blocks.
